Jhpiego is supporting the Government of Pakistan in the introduction of the HPV vaccine, with technical assistance provided under Gavi funding. A critical component of this initiative is strengthening the capacity of healthcare workers (HCWs) involved in HPV vaccination by developing evidence-based and locally contextualized training materials and providing technical assistance for training implementation.
Purpose:
The purpose of this assignment is to develop comprehensive training materials for healthcare workers on HPV vaccination and provide technical assistance to support the effective delivery of these trainings in collaboration with WHO
Specific Objectives:
- Develop a comprehensive and user-friendly training package tailored for healthcare workers, including vaccinators, social mobilization staff, and operational teams, to strengthen their capacity in HPV vaccination implementation.
- Adapt and contextualize existing microplanning and operational training tools to ensure relevance, feasibility, and ease of implementation at the district level.
- Provide technical assistance in the design and delivery of Training of Trainers (ToT) and cascade training sessions, ensuring high-quality knowledge transfer and consistency in implementation across all levels.
- Design and integrate additional capacity-building modules, covering microplanning strategies, operational implementation, patient counseling, vaccine safety, adverse event management, and integration of HPV vaccination into routine immunization.
- Develop structured training schedules, agendas, and implementation checklists to standardize both ToT and cascade training programs at national and sub-national levels.
- Ensure all training materials, including presentations, manuals, and orientation guides for healthcare providers, align with national immunization guidelines and global best practices to maintain consistency and effectiveness.
Description of Objectives:
1. Training Material Development:
- Develop Training Modules for Microplanning and Operational Training:
- Microplanning ToT and Cascade
- Operational ToT and Cascade
- Orientation material for doctors (details to be finalized).
- Develop Training Schedules, Agendas, and Programs for both ToT and cascade training sessions, ensuring structured learning pathways.
- Prepare Training Presentations and Manuals to be used in ToT and cascade training, ensuring clarity, relevance, and user-friendliness.
- Develop Microplanning and Operational Tools, including job aids, implementation checklists, and planning documents tailored for district-level execution.
- Standardized Workshop Activity Plans to guide facilitators in implementing microplanning and operational training sessions effectively.
- Design a Training Invitation Letter Template for official approvals and communications with relevant authorities.
2. Technical Assistance for Training Implementation:
- Provide expert guidance and mentorship to facilitators leading the ToT and cascade training sessions at national and sub-national levels.
- Ensure alignment with WHO and FDI frameworks by reviewing, contextualizing, and adapting training materials accordingly.
- Support provincial level training rollout, ensuring effective knowledge transfer and practical application of microplanning and operational strategies.
- Assist in monitoring and evaluating training sessions, gathering feedback, and making iterative improvements for future training cohorts.
3. Capacity Building and Learning Support:
- Design and facilitate a dedicated 45-minute introductory session on HPV vaccination to be included in all training programs.
- Develop a comprehensive yet simple training module that consolidates all key components, ensuring accessibility for healthcare workers at all levels.
- Provide recommendations for the integration of HPV training into routine immunization curricula, ensuring long-term sustainability and system strengthening.
- Ensure all training materials are digitally accessible for future use, supporting scalability and sustainability of HPV vaccination efforts.
Deliverables:
- Finalized training package, including:
- Training modules for Microplanning ToT & Cascade and Operational ToT & Cascade
- Training materials for orientation sessions for doctors
- Presentations, manuals, and facilitator guides aligned with national immunization guidelines
- Microplanning and operational tools, including job aids, implementation checklists, and planning documents
- Standardized workshop agenda, training schedule, and activity checklist for both ToT and cascade training sessions, ensuring structured and consistent implementation.
- Training invitation letter template, approved by DG FDI, to facilitate official approvals and communication.
- Technical assistance report from the ToT and cascade trainings, documenting key learnings, implementation challenges, and recommendations for improving future sessions.
- Training evaluation framework, including pre- and post-training assessments to measure knowledge improvement, practical application, and training effectiveness.
- Digital accessibility of training materials, ensuring sustainability and ease of future implementation.

Selection Criteria:
- Advanced degree in Public Health, Education, or a related field.
- Minimum 5 years of experience in training material development for immunization or MNCH programs.
- Proven expertise in microplanning, operational training, and campaign-based vaccination approaches.
- Experience working with WHO, Gavi, UNICEF, or similar organizations on vaccination programs.
- Strong facilitation skills and ability to provide technical assistance for training implementation.
- Familiarity with Pakistan’s immunization landscape, including healthcare worker training needs and EPI structures.
- Proficiency in developing digital and print training materials, ensuring accessibility and usability.
Assignment Period:
This deliverable-based assignment will span six months from March 15, 2025 – September 15, 2025.
Level of Efforts (LOE):
60 working days over 6 months.
Work modality:
Hybrid, with 30 in-office days for critical engagements and Jhpiego will provide Background materials for training development, Coordination support with government, WHO, and provincial teams.
Reporting Line:
The consultant will report to Jhpiego’s Project Lead for HPV Vaccine Introduction.
