Project Introduction:
The project aims to help address preventable diseases and deaths by supporting local governments and partners to integrate Maternal Neonatal Child Health and WASH services and practices within the health systems.
The project has a strong learning component and we have made a commitment to (1) Increase the use of gender responsive, quality MNCH services and preventive health practices by women, men and adolescents within targeted primary healthcare settings; (2) Increase leadership and voice by women and adolescents in inclusive, gender responsive, quality MNCH services at primary health and community levels; and (3) Improve multisectoral governance and integration of WASH in health systems at all levels, including evidence-informed program planning, budgeting, monitoring, and policy development. The project aligns to WaterAid’s global strategic aim focused on prioritising WASH across the health sector to improve public health and our cross-cutting priority to deepen and strengthen gender equality across our work.
Role of position in the organization:
The Monitoring and Evaluation (M&E) Specialist will lead the development and implementation of effective monitoring systems and tools to assess the project performance and impact. A central responsibility will be designing and conducting baseline assessments to establish the initial status of WASH (Water, Sanitation, and Hygiene) systems and services, as well as evaluating community knowledge, attitudes, and practices related to hygiene and infection prevention and control (IPC). These baseline findings will provide essential reference points for tracking progress and identifying areas for improvement.
Reporting Line:
The position will report directly to Manager Programme Quality & Partnerships.
Key working relationships:
Internal: Senior Management Team, Project staff, Regional & Global teams.
External: Partners, Donors and other relevant stakeholders.
Job Purpose:
The Monitoring and Evaluation (M&E) Specialist will take a lead role in supporting consultants in the design and implementation of project baselines, Knowledge, Attitudes, and Practices (KAP) surveys, and assessments. They will be responsible for ensuring the quality, accuracy, timeliness, and effective management of data collected from the field in relation to the project. Additionally, the M&E Specialist will provide technical support to partner staff in the systematic collection of monitoring and other relevant data on key performance indicators, thereby ensuring that project implementation remains aligned with the results outlined in donor and/or government agreements and as specified in the project proposal.
Responsibilities
- Lead the design and oversight of baseline assessments, and research initiatives, including contributing to the development of research methodologies, designing data collection tools, and guiding the execution of data collection activities to ensure accuracy, relevance, and methodological rigor.
- Design and develop detailed Terms of Reference (TORs) for a range of research and baseline assessments, outlining the objectives, methodologies, timelines, and deliverables. Oversee and monitor the implementation of these studies in the field to ensure that they are conducted according to the agreed-upon protocols, timelines, and quality standards.
- Ensure that all data collection activities are implemented in accordance with the requirements of the research design and in line with recognized best practices, including quality assurance measures, adherence to ethical standards, and consistency in the application of data collection tools and procedures
- The Monitoring and Evaluation (M&E) Specialist will be responsible for analysing quantitative and qualitative data to produce high-quality assessment reports that provide baseline information essential for effective project planning. The specialist will ensure that the data is accurately interpreted and that the reports reflect key findings relevant to the project’s goals and indicator.
- Contributing to performance monitoring initiatives by assisting in the identification and formulation of relevant performance indicators to track progress and outcomes; participating in the design and development of a comprehensive performance measurement framework that aligns with organizational goals and objectives; and supporting the creation and implementation of a Monitoring and Evaluation (M&E) plan to ensure systematic data collection, analysis, and reporting for informed decision-making and continuous improvement.
- Supporting collaboration and continuous learning by gathering and synthesizing relevant evidence into clear, accessible briefs tailored to stakeholders’ needs; facilitating structured reflection sessions to encourage critical thinking and shared learning; and assisting teams in using insights to inform decisions and improve program effectiveness.
- Apply a gender equality, disability, and social inclusion (GEDSI) lens to all aspects of facilitation, data collection, analysis, and assessments, ensuring that methodologies and outcomes are inclusive, equitable, and responsive to the needs of diverse groups.
- Supporting collaboration, learning, and adaptive management by synthesizing evidence into accessible, user-friendly briefs; organizing and facilitating reflection sessions to encourage critical analysis and shared learning; and providing ongoing support to help teams adjust strategies and activities based on emerging insights and contextual changes.
