Qualification:

Master’s degree in Public Health, Development Policy, Public Policy, Health Systems Management, Public Administration, Political Science, or Social Sciences. Training or demonstrated experience in policy advocacy, health governance, WASH or IPC policy strengthening is desirable.

Relevant Experience:

  • 6–8 years of professional experience in public policy advocacy, government relations or stakeholder coordination within the health sector.
  • Proven track record of influencing provincial health policies (Punjab Specific), regulation and standards development. 
  • Experience producing policy briefs, advocacy materials, learning products and media engagement content. 
  • Relevant experience working with Provincial Health Departments, Planning & Development Boards, PHED, regulatory authorities.

Job Description:

  • Responsible for provincial-level advocacy, policy dialogue and strategic stakeholder engagements aligned with SWISH Logic Model and detailed implementation plan (DIP).
  • Liaise with DG Health Punjab, Primary & Secondary Healthcare Department, Planning & Development Board, PHED, Punjab Healthcare Commission and other relevant departments to influence integration of WASH, IPC and RMNCH in provincial health policies.
  • Coordinate with WaterAid’s advocacy unit to co-develop and disseminate policy briefs and technical documentation based on SWISH learnings.
  • Review existing provincial IPC policies, identify gaps and advocate integration of IPC best practices within the SOPs of hospitals and make it part of provincial hospital IPC and waste management policy.
  • Support inclusion of climate-resilient, gender-responsive WASH in government budgets, policies and planning instruments through technical support and lobbying dialogues.
  • Organize provincial-level events, roundtables and experience-sharing forums to facilitate evidence generation and using that evidence for advocacy and influencing purpose.
  • Submit periodic provincial advocacy progress reports, highlighting policy engagements, milestones achieved and planned actions.
  • Contribute to donor and internal project reporting by documenting advocacy outcomes and policy-level changes influenced through SWISH.
  • Maintain a repository of advocacy evidence, meeting notes and stakeholder engagement support reporting and learning needs.
  • Track relevant legislative or policy developments that impact SWISH and propose strategic response mechanisms.
