Established in 1951, and operational in Pakistan since 1981, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental, and non-governmental partners. Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.
IOM supports the Government of Pakistan in the implementation of cross-border programming supporting Afghan migrants and refugees, which aims to contribute towards promoting peaceful co-existence with host communities. In view of present government policy, and in line with the strategic approaches adopted by the Afghanistan Situation Regional Refugee Response Plan (2022) and IOM’s Comprehensive Action Plan for Afghanistan and Neighbouring Countries (2021-2024). IOM Pakistan will support the most vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs and reduce protection risks for people on the move, in parallel to anticipatory action to mitigate the crisis impact, save lives and livelihoods, and enable societies to transition and recover towards sustainable development.
More recently, IOM Pakistan mission has been supporting the Government of Pakistan in responding to the floods of 2022. Specifically, IOM Pakistan mission is providing Shelter and Non-Food Items (SNFI), Water Sanitation and Hygiene (WASH), Camp Coordination and Camp Management (CCCM), Protection, and Health support to flood-affected.
Under the overall supervision of the Chief of Mission (CoM), the Senior Program Coordinator (Emergency and Post-Crisis), the position is directly reporting to National Program Officer (M&E and AAP), the successful candidate will assist in collecting monitoring and evaluation data through post distribution monitoring surveys, follow up monitoring surveys, KAP studies, evaluations etc, in targeted locations.
Responsibilities and Accountabilities
- Assist in properly locating areas of program interventions and select beneficiaries or community members as per sample size and methodologies of surveys and assessments.
- Administer different data collection tools/questionnaires such as household questionnaires, focus group discussions, key informant interviews, etc.
- Record beneficiaries’ and non-beneficiaries’ information and feedback properly and completely into prescribed questionnaires and M&E tools, and checklists.
- Liaison with field program team, logistics and procurement team for the tools/equipment, stationery, and updating and maintaining all necessary documentations (attendance sheets, maintaining vehicle logbooks, etc.).
- Ensure timely submission of required targets of questionnaires and M&E tools.
- Provide relevant input and recommendations to improve data collection and processing throughout the course of the assignment.
- Ensure data protection in line with IOM’s Data Protection Principles, while collecting, managing, and sharing data/information of beneficiaries/non-beneficiaries and community members.
- Ensure the quality and accuracy of information collected by systematically verifying and correcting questionnaires at the end of each interview, and of other qualitative and quantitative data collection tools.
- Any other duties might be requested by direct supervisor / senior management.
Graduation in development studies, social sciences, or economics, or a related field from an accredited academic institution with two years of relevant professional experience.
Experience
- Around one year of relevant work experience
- Experience in data collection on multiple qualitative and quantitative data collection tools using Kobo Toolbox, and/or ODK.
- Prior work experience with international humanitarian organizations, non-government or government institutions, or organizations in M&E unit and a multi-cultural setting is an advantage.
Languages
Fluency in Pashto is a must
Fluency in other languages spoken by Pakistanis is an advantage
Being able to communicate in English is another advantage.
