Position Objectives
To oversee and manage procurement operations in compliance with organizational policies and donor guidelines, ensuring transparency, efficiency, value for money, and timely delivery of goods and services in support of PRCS programs and administrative operations.
Key Duties and Responsibilities

Prepare annual procurement plans in coordination with relevant departments.

Ensure timely and cost-effective acquisition of goods, services, and works.

Maintain a procurement tracker and monitor procurement schedules.

Oversee the preparation and publication of Requests for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs).

Evaluate supplier proposals and manage procurement committee proceedings.

Ensure fairness, transparency, and competitiveness in the bidding process.

Draft and review vendor contracts, ensuring alignment with legal and donor requirements.

Monitor contract performance and ensure compliance with agreed terms and conditions.

Support the resolution of vendor contractual disputes.

Maintain and update a comprehensive vendor database.

Establish a rigorous, accountable, and transparent procurement system in compliance with the PRCS Procurement Manual, local laws, and donor requirements.

Assist in establishing and implementing procurement plans with various Program/Project Managers.

Develop and implement procurement strategies aligned with PRCS and donor regulations.
-
Ensure compliance with PRCS procurement policies and donor procurement guidelines (e.g., IFRC, ICRC, UN, etc.).

Prepare and submit procurement reports to management and donors as required.

Support internal and external audits by providing relevant documentation and justifications.

Perform other duties as assigned by PRCS Management.
Education
Master’s degree in Supply Chain Management, Business Administration, Public Procurement, or a related field.
Experience
Minimum of 5 years of professional working experience in the relevant field.
Skills and Knowledge

Sound knowledge of procurement with strong awareness of PPRA Rules and market best practices.

Proficient in MS Office tools (Excel, Word, PowerPoint, Outlook) and procurement-related software.

Travel Requirement
As and when required.
