Position Objective: In association with the Head of Programs, the position is to provide technical support for the implementation of integrated Health, Nutrition, and MHPSS projects, with a focus on supporting both implementing partners and internal field-based Health and Nutrition and MHPSS Officers. The role ensures high quality, compliance, and alignment with ACF’s technical strategy and donor requirements. Support includes data collection and analysis, SMART surveys, analysis of DHIS and MIS data, and identification of disease trends. The position also contributes to the development of a Nutrition Information System in collaboration with the MEAL Manager. Participate in relevant coordination forums to represent ACF and develop suitable activities for Health, Nutrition, and MHPSS interventions, and supports the development of a regional MHPSS TWG
Mission 1: Provide technical support to partners and internal teams for the implementation of integrated Health, Nutrition, and MHPSS projects
Key Responsibilities:
- In collaboration with HOP, provide technical guidance and oversight to implementing partners for effective delivery of Health, Nutrition, and MHPSS interventions.
- Under the guidance of HOP, identify, review and validate technical tools, assessments, and project scope documents developed by partners and internal teams.
- Ensure interventions are contextually appropriate, technically sound, and aligned with ACF, national, and donor standards (Sphere, WHO, IASC, national guidelines).
- Monitor public health and nutrition trends (e.g., outbreaks, malnutrition, mental health needs, system functionality) and recommend timely adjustments to project activities accordingly.
- Conduct regular field visits to partner- and ACF-implemented sites to assess quality, provide feedback, and identify areas for improvement.
- Identify and escalate risks or constraints affecting program delivery to the Head of Programs and Pharma referent at HQ.
Mission 2: Assist in development of technical reports, new concepts , and guidelines
Key Responsibilities:
- Support the development of technical reports in collaboration with partners and internal teams.
- Review and evaluate partner reports, assessments, and implementation documents.
- Coordinate with internal departments (Logistics, Admin, MEAL) and partners to ensure coherence between technical, financial, and procurement plans.
- Ensure timely submission of all required reports and updates to line management and donors.
- Maintain regular communication with HQ technical advisors to ensure alignment with global standards.
- Regularly update dashboards (KPIs and relevant sheets).
- Participate in project review meetings and coordination forums (weekly/monthly).
Mission 3: Strengthen MEAL: especially monitoring, data systems , and learnings
Key Responsibilities:
- In collaboration with the MEAL Manager, support the implementation and rollout of a Nutrition Information System (NIS).
- Support the implementation the SMART surveys, DHIS-2, and partner MIS platforms to inform program design and decision-making.
- Guide and support the project teams for reporting on activity progress report (APR) and provide monthly DHoD narrative APR report.
- Identify and track disease trends and nutrition indicators to support early warning and response mechanisms.
- Ensure data quality, consistency, and timely reporting across all health and nutrition and MHPSS programs.
- Assist in organizing and facilitating assessments and surveys (e.g., SMART plus, SQUEAC/SLEAC), and contribute to operational research where relevant.
- Support the Communications team in documenting and sharing lessons learned, case studies, and best practices from both partner and internal interventions.
- Support operational research and pilot initiatives in collaboration with partners and internal teams.
- Ensure continuity of technical knowledge through proper documentation, handover reports, and knowledge management systems.
- Encourage the adoption of innovative and contextually relevant Health, Nutrition, and MHPSS approaches.
- Support the planning and execution of new initiatives i.e. MAMI care pathway scale up, care and management of MAM without RUSF, Photo SAM diagnostic applications, early action protocols for health etc.
- Under the guidance of HOP, present findings and present ACF on relevant forums and clusters.
Mission 4: Supervise and build the capacity of Health, Nutrition, and MHPSS staff and implementing partners
Key Responsibilities:
- Provide technical supervision and mentoring to internal Health, Nutrition, and MHPSS staff and technical focal points within partner organizations.
- Conduct joint capacity assessments and develop tailored training plans for both internal staff and partners.
- Facilitate technical trainings, workshops, and one-on-one coaching sessions.
- Support HR in the recruitment and onboarding of Health and Nutrition staff and in evaluating partner technical staff where relevant.
- Promote positive team dynamics and motivation among internal and partner teams.
Mission 5: Ensure inclusion across programming and within/by the team
Key Responsibilities:
- Support mission-level qualification of gender marker indicators.
- Encourage inclusive practices in recruitment, training, and promotion.
- Ensure inclusion is embedded in program planning, implementation, and reporting.
Mission 6: Ensure compliance with ACF’s gender equality, child protection sensitivity, and safeguarding policies
Key Responsibilities:
- Read and ensure full understanding of ACF’s Gender, Child Protection, and Safeguarding policies.
- Implement all work-related activities with a gender, inclusion, and child protection lens.
- Help build an inclusive office environment where no one feels disadvantaged or judged based on gender or disability.
Qualification & Experience Required:
- Master’s degree in Public Health, Nutrition, Psychology, MBBS, or a related field. Minimum 05 years of overall experience and 03 years in relevant field in development sector
- Bachelor's degree in relevant field with minimum 07 years overall expereince with 05 years in relevant field in development Sector
- Additional training or certifications in MNCH, IMCI, IYCF, CMAM, MHPSS, or Monitoring & Evaluation would be an asset.
- Strong technical understanding of Primary healthcare, Maternal and child health and nutrition, SRHR, IYCF, CMAM, MHPSS and WASH-Nutrition linkages.
- Familiarity with nutrition surveys (SMART, SQUEAC/SLEAC) and operational research methodologies.
- Knowledge of national health and nutrition policies, strategies, and service delivery systems.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, SPSS, and data visualization tools (e.g., Excel dashboards, Power BI).
- Ability to support data analysis and interpretation related to health and nutrition indicators.
Coordination and other skills
- Experience coordinating with field teams, government health departments, UN agencies, and local NGOs.
- Ability to participate in technical working groups and cluster coordination meetings.
- Skilled in facilitating trainings and knowledge-sharing sessions for staff and partners.
- Strong communication and interpersonal skills.
- Analytical and problem-solving abilities.
- Flexibility and adaptability in complex and changing environments.
- Cultural sensitivity and ability to work in multi-ethnic settings.
- Strong time management and organizational skills.
- Fluency in English ; proficiency in local languages is an asset.
