Introduction/Background
Pak Mission Society (PMS) is a national relief and development organization, non-governmental and not-for-profit, established in 2004 and formally registered on 13th February 2008 under the Societies Registration Act of 1860. Since its inception, PMS has been committed to serving unreached and underprivileged communities across Pakistan, irrespective of race, gender, ethnicity, class, religion, or social background. PMS holds a triannual Memorandum of Understanding, also referred to as a No Objection Certificate, with the Economic Affairs Division, valid until November 2024. In addition, PMS has successfully obtained a three-year certification of membership from the Pakistan Centre for Philanthropy, following a comprehensive qualification process.
In line with its commitment to environmental stewardship and climate action, PMS is implementing the Green Churches Initiative (GCI) – Phase II, building upon the success of its pilot phase supported by Tear fund UK in 2023. The pilot initiative was launched to address the pressing challenges of climate change while encouraging local churches to align their efforts with the United Nations Agenda 2030 for Sustainable Development.
Green Churches Initiative – Phase II is guided by the recommendations of Focused Discussion Groups conducted before the pilot phase. This phase aims to amplify awareness among church congregations on climate change, advocate for improved waste management, promote the efficient use of natural resources, support tree plantation and kitchen gardening, and encourage the adoption of solar energy. It also emphasizes community cleanliness campaigns and organic farming practices to foster sustainable lifestyles. This initiative is designed to transform community mindsets and behaviors by conducting awareness campaigns that promote responsible environmental practices. It will engage a wide range of stakeholders including government line departments, civil society, academic institutions, faith-based organizations, and professional networks to mobilize resources and create a strong platform for advocacy and action.
Phase II will work with 20 new churches in both rural and urban areas of Faisalabad district, further building momentum, documenting evidence of climate impacts, and fostering collaboration among like-minded entities. The project seeks to build ideological synergies, form a group of local influencers, conduct expert consultations, and empower church leadership to become catalysts of change at the grassroots level. The initiative will also involve children from Sunday schools and broader community members to instill environmental values from a young age. Activities such as tree plantation drives, waste collection campaigns, kitchen gardening, and awareness sessions on clean energy and water conservation will be implemented to promote climate consciousness and resilience. Exposure visits to waste management facilities and conservation projects will provide youth with hands-on learning experiences, reinforcing long-term commitment to environmental preservation in line with Biblical teachings on care for creation.
PMS affirms that SDG-6 (Clean Water and Sanitation), SDG-7 (Affordable and Clean Energy), and SDG-13 (Climate Action) are directly aligned with the goals of the GCI – Phase II. The project also draws inspiration from Care Creation Theology, aiming to enhance climate resilience and adaptability among the communities it serves.
Objectives
The primary objectives of this consultancy/Firm are to:
- Conduct a comprehensive market assessment of waste streams (e.g. Green/Plastic waste, Paper, Textile waste, E-waste).
- Assess the technical, financial, social, and environmental feasibility of at least three specific Green business models with the potential for scalability and replication in Faisalabad.
- Identifying the most appropriate green business initiatives and livelihoods to counter the impacts of climate change in the local context.
- Evaluating the potential for job creation and income generation, particularly for rural and urban Communities/Churches in Faisalabad.
- Assessing the potential for green house (GHG) emission reduction.
- Analysing the policy and regulatory environment and identifying any barriers to implementation.
- Provide actionable recommendations and a roadmap for implementing and scaling Green Church Initiatives project.
Scope of Work
The consultant/Firm will undertake the following task:
- 1. Desk Review
- Review national and local waste management strategies, existing policies, legal frameworks, and faith-based engagement.
- Review project documents from GCI pilot Phase-I (reports, FDGs, case studies) and relevant market intelligence reports on green businesses/ sustainable livelihoods initiatives.
- 2. Market Assessment
- Conduct a comprehensive assessment of Green/Plastic waste in Faisalabad by quantifying daily and annual generation volumes, analyzing seasonal and demographic trends, classifying waste composition by type, identifying major sources, evaluating temporal changes due to urbanization and economic shifts, and presenting geospatial visualizations to support localized waste profiling.
- Identify and analyze the key actors, including aggregators, recyclers, SMEs, Faisalabad waste management company, and potential buyers. Assess their capacity, best practices, challenges they face, and any other relevant information.
- An analysis of consumer preferences, market size, growth potential, and the competitive landscape for recycled and upcycled products.
- Assess demand-supply gaps, pricing structures, and distribution channels.
- 3. Feasibility Study
- Conduct a Technical Feasibility Analysisof each proposed green business initiative, considering factors such as:
- Availability of raw materials
- Local environmental conditions
- Community skill levels
- Scalability and replication potential
- Provide a detailed technical feasibility of each technology option, including an assessment of input material requirements (type, quantity, and quality of waste), process descriptions and technical specifications, energy requirements and efficiency, characteristics of output products, infrastructure needs (such as space and utilities), operational requirements (including labor and maintenance), and potential environmental impacts (such as air emissions, wastewater discharge, and solid waste generation).
- Assess the training and capacity-building needs required to operate and sustain each green enterprise.
- Analyze financial viability: Capital expenditures (CAPEX) for equipment, infrastructure, and land. Operating expenses (OPEX) for raw materials, labor, energy, maintenance, and marketing. Revenue projections based on realistic market prices and sales volumes. Discount rate and payback period. Sensitivity analysis to assess the impact of changes in key variables (e.g., waste availability, product prices, operating costs).
- Assess potential financing options, including grants, loans from banks or microfinance institutions, equity investments, and public-private partnerships.
- Assess environmental and social sustainability: Conduct a detailed assessment of the potential environmental and social impacts of green business models, including its greenhouse gas (GHG) emission reduction potential compared to current waste disposal practices, impacts on air, water, and soil pollution; resource efficiency in terms of energy and water use; job creation (number, types, and quality of employment), gender inclusion and social equity; occupational health and safety risks; and overall community acceptance and social implications.
- Develop strategies to mitigate negative impacts and maximize positive environmental and social outcomes.
- Identify all relevant laws, regulations, and policies governing waste management, recycling, and business operations in Pakistan. Assess the capacity and willingness of key Government agencies such as the Faisalabad Waste Management Company and the Pakistan Environmental Protection Agency to support Green Church Initiatives Phase-II.
- Identify any legal or institutional barriers to the establishment and scale-up of green enterprises, and recommend necessary policy or regulatory reforms to enable and strengthen such initiatives.
- 4. Stakeholder Engagement
- Conduct interviews, surveys, and FGDs with Government departments such as Pakistan Environmental Protection Authority, Faisalabad Waste Management Company, Community groups, Churches, Marketing stakeholders, and NGOs.
- Facilitate stakeholder validation meetings to present key findings, gather feedback and insights, and incorporate relevant inputs into the final Feasibility Study.
- Develop a comprehensive stakeholder engagement plan to ensure inclusive and sustained collaboration throughout the project lifecycle.
- 5. Business Model Development and Recommendations
- Propose suitable Green Business Models such as an organic/plastic waste shredder, compost bag packaging machine, soil sterilizer or models based on different waste streams, appropriate technologies, and market trends/opportunities. Evaluate and select the most appropriate models using criteria such as financial viability, environmental sustainability, social impact, scalability, and replicability.
- A clear investment strategy, including potential sources of funding and financing mechanisms.
- A capacity-building plan for project staff, Churches and community members.
- A monitoring and evaluation framework to track project progress and impact.
- Policy recommendations for creating an enabling environment for Green businesses initiatives.
- A detailed roadmap for project implementation, including specific activities, timelines, and responsibilities.

Selection Criteria
The consultant/firm must demonstrate the following qualifications and expertise:
- Master’s degree in Environmental Studies, Economics, Business Administration, Engineering, or a related field.
- At least 7 years of experience in market assessments, feasibility studies, or enterprise development.
- Proven expertise in waste management, recycling, circular economy and green business initiatives.
- Experience working with donor-funded projects, NGOs, or public-private partnerships.
- Strong analytical, report writing, and stakeholder engagement skills.
- Knowledge of the local context and fluency in local languages will be an added advantage.
- Strong facilitation and communication skills, particularly in delivering participatory and interactive training sessions, are required.
- Only applicants meeting the minimum technical score threshold will be considered for financial evaluation.
- The financial proposal should be cost-effective, realistic, and aligned with the scope of work.
- Final selection will be based on a combined assessment of technical merit and financial value.

Technical Proposal
The bidder must submit the following document with the technical proposal.

- Proposed financial offer with complete breakdown of activities
- The financial proposal must be submitted in PKR with tax.
