Overall Purpose of the Role
The MEAL Coordinator will be responsible for establishing and managing an effective Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the PULSE project. The position ensures data quality, conducts spot checks, facilitates evidence-based learning, and supports reporting to internal and external stakeholders. The MEAL Coordinator will work closely with project teams, partners, and communities to ensure that project outcomes are effectively measured, documented, and used for adaptive management.
Key Responsibilities
1. Monitoring and Evaluation
- Develop and implement project-specific MEAL plans, tools, and frameworks in line with donor and organizational requirements.
- Ensure systematic data collection, validation, and analysis across all project interventions.
- Conduct regular spot checks and field visits to verify the accuracy and quality of data collected by project staff and enumerators.
- Maintain a project database and ensure data is complete, consistent, and updated in a timely manner.
2. Data Quality & Assurance
- Implement data quality assurance (DQA) processes, including regular reviews and verification of data.
- Provide feedback and technical support to field teams to improve the accuracy and reliability of data.
- Ensure compliance with data protection, confidentiality, and ethical standards.
3. Learning and Reporting
- Facilitate learning reviews, after-action reviews, and reflection sessions with project teams and partners.
- Document lessons learned, best practices, and case studies to inform adaptive programming.
- Consolidate data and prepare high-quality monthly, quarterly, and annual MEAL reports for management, donors, and other stakeholders.
- Support the integration of learning into project design and decision-making processes.
4. Accountability
- Ensure accountability mechanisms (feedback, complaint, and response systems) are in place and accessible to all stakeholders.
- Regularly analyze feedback data and share findings with project management for timely action.
Qualifications & Experience
- Master’s degree in Social Sciences, Statistics, Development Studies, or a related field.
- Minimum 5 to 7 years of professional experience in MEAL, preferably in donor-funded projects.
- Strong knowledge of MEAL standards, tools, and approaches (including quantitative and qualitative methods).
- Proficiency in data management software (Excel, SPSS, Kobo, Power BI, or similar).
- Excellent analytical, writing, and communication skills.
- Experience in conducting data quality checks, spot checks, and facilitating learning events.
