Introduction:

Established in 1863, the international committee of the Red Cross (ICRC) is a neutral and independent organization providing humanitarian assistance to people affected by conflict and armed violence and other situations of violence.

Based on the permanent mandate conferred to it by the international law, the ICRC acts im-partially in favor of prisoners, wounded and sick, and civilians affected by armed conflict.

ICRC is the founding member of the Red Crescent and Red Cross International Movement. We collaborate closely with our partners from the Movement – the International Federation of Red Crescent and Red Cross societies and Red Crescent and Red Cross-National Societies, who intervene in 190 countries.

Based in Geneva, Switzerland, the ICRC employs some 20 000 people in more than 90 countries; it is funded mainly by voluntary donations from governments and from Red Cross and Red Crescent National Societies.

Background

The ICRC intends to sell its office premises located in G-6, Islamabad. To support this process, a professional real estate broker company will be engaged to provide expert guidance throughout the disposition process. The broker must be independent from any appraiser hired for valuation

Objective:

The main objective is to appoint a qualified and experienced real estate broker company to:

  • Market the property effectively to potential buyers.
  • Conduct property visits with prospective buyers.
  • Price evaluation and negotiation.
  • Ensure legal and procedural compliance related to property sale.
  • Finalization of the sales deed and registration.

Scope of Services

The selected broker company will be responsible for the following tasks:

  • Conduct a market assessment to determine the appropriate selling price of the property.
  • Develop a marketing strategy and list the property on relevant platforms (websites, social media, print media, etc.).
  • Arrange viewings and facilitate visits for potential buyers.
  • Screen and verify potential buyers' background and financial standing.
  • Price calibration with ICRC.
  • Preparing the necessary legal documentation (Sale Agreement, Token Receipt, etc.).
  • Coordinate with relevant authorities for the transfer of the property.
  • Ensure compliance with all applicable laws and regulations in Pakistan regarding real estate transactions

Deliverables

  • Opinion of Value: Narrative report including market analysis, comparable, and pricing rationale.
  • Disposition Plan: Detailing steps, timeline, and outreach strategy.
  • Buyer Pipeline Report: Regular updates on leads, offers, and buyer engagement.
  • Negotiation Summary of bids and recommendations for selection.
  • Finalizing Purchase and Sale Agreement (PSA) and transfer of title.

Responsibilities

  • Maintain transparency and independence from the appraisal process.
  • Represent the seller’s best interests throughout the transaction.
  • Work closely with ICRC for approvals, due diligence, and documentation.
  • Maintain confidentiality throughout and after the process.

Qualification Criteria

  • Valid registration with the relevant authority. Copy of registration certificates.
  • Valid license from relevant regulatory bodies. Copy of registration certificates.
  • Minimum 5 years of experience in commercial property transactions in Islamabad.
  • Proven track record of successful property sales and negotiation.
  • Strong local market knowledge and understanding of legal requirements.
  • References from previous clients of the similar profile.
  • Commission rate (competitive and negotiable).

Coordination & Oversight

  • The selected Appraisal Company will coordinate with the Project Lead from ICRC.
  • ICRC authorized representative will provide oversight and validation.

Ownership and Confidentiality

The final valuation report and all supporting materials will be the property of the client

The broker company shall maintain full confidentiality of all property-related information and documents received. No part of the report or data may be shared or published without prior written permission of the client.

ICRC Visit to The Service Provider

ICRC reserves the right to visit the Service Provider office/facilities.

Service Provider must submit:

  1. Company profile
  2. Valid Registration Certificates
  3. NTN and tax compliance certificates
  4. Proof of Experience, List of completed property sales in Islamabad during the last 3–5 years (with contactable references). Any experience dealing with organizations, NGOs, or institutional property transaction
  5. Proposed Marketing Strategy: Brief description of how the company will market and promote the property (e.g., use of online platforms, client database outreach).
  6. Clearly mentioned commission rate (% of the final sale price) quotation.
  7. Affidavit / Undertaking, confirming no blacklisting from any organization or government department
