Overview:

Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For more than 50 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries.

Pakistan has finalized its National Cervical Cancer Elimination Strategy, aligned with WHO’s 90-70-90 targets. The strategy provides a national vision and targets for HPV vaccination, cervical cancer screening, and treatment of pre-cancerous lesions and invasive disease. With the strategic framework now in place, the next critical step is to develop detailed national and sub-national implementation plans to guide operationalization of the strategy across diverse contexts. Additionally, successful long-term prevention requires building health workforce capacity by integrating cervical cancer prevention content, including HPV vaccination and screening—into pre-service education programs.

Jhpiego, through ongoing Gavi-funded HPV introduction work, is providing technical assistance to the Federal Ministry of Health Federal Directorate of Immunization (FDI) and provincial Departments of Health. This consultancy will provide technical leadership in producing a phased, actionable, costed Implementation Plan and a practical Curriculum Integration Roadmap, in alignment with strategic priorities and stakeholder consensus.

Purpose:

To support Pakistan’s operationalization of its Cervical Cancer Elimination Strategy by:

  • Developing a comprehensive, phased, and costed national and provincial implementation plan for HPV vaccination, cervical cancer screening, and treatment.
  • Designing a curriculum integration roadmap and training module to institutionalize cervical cancer prevention within the education systems of medical, nursing, and allied health professionals.

Specific Objectives:

  1. To develop cost-effective and context-specific implementation plans for cervical cancer prevention.
  2. To ensure alignment of implementation plans with the approved cervical cancer prevention strategy and input from the MNCH Technical Working Group (TWG).
  3. To engage stakeholders across all provinces to promote ownership and coordination in executing the prevention strategy.
  4. To develop a comprehensive and evidence-based module on cervical cancer prevention and HPV vaccination in collaboration with academic institutions.
  5. To seek review and approval of the module by relevant regulatory bodies, such as PMDC and the Nursing Council.
  6. To ensure inclusion of the approved module in the curricula of medical, nursing, and allied health institutions nationwide

Scope of Work:

A. Development of Comprehensive Implementation Plans

1.      Situation Analysis

    • Review existing policies, strategies, and service delivery models related to HPV vaccination, cervical cancer screening, and treatment.
    • Identify best practices, gaps, and opportunities for integration.
    • Deliverable: Situation analysis report summarizing key findings and gaps.

2.      Stakeholder Consultations (Federal and Provincial)

    • Conduct structured consultations with MoNHSR&C, FDI, provincial health departments, MNCH Technical Working Group, and other key partners.
    • Ensure contextualization of strategy and alignment on implementation pathways.
    • Deliverable: Documentation of consultations with federal and provincial stakeholders, including the MNCH TWG.

3.      Drafting the Implementation Plan

    • Develop a costed, phased federal implementation plan aligned with provincial realities, global best practices, and stakeholder recommendations.
    • Include components on service delivery, HR requirements, supply chain, monitoring, and financing.
    • Deliverable: Draft federal implementation plan developed in consideration of the provincial context.

4.      Stakeholder Engagement and Finalization

    • Facilitate stakeholder validation workshops and expert reviews.
    • Refine the plan based on feedback and develop final deliverables.
    • Deliverables:
      • Summary reports from validation and stakeholder engagements
      • Final federal implementation plan with phased activities, budget estimates, and monitoring mechanisms

B. Curriculum Integration for Cervical Cancer Prevention and HPV Vaccination

1.      Desk Review of Existing Materials

    • Review national and international guidelines, existing pre-service curricula, and global best practices.
    • Identify gaps in current teaching content across medical, nursing, midwifery, and allied health disciplines.
    • Deliverable: Desk review report summarizing existing materials and curricular gaps

2.      Stakeholder Consultations

    • Engage regulatory and academic stakeholders including PMDC, PNC, HEC, university faculty, and curriculum boards.
    • Collect inputs to ensure contextual relevance and endorsement readiness.
    • Deliverable: Documentation of consultations with academic and regulatory stakeholders

3.      Drafting Curricula and Training Module

    • Develop a draft curriculum module (learning objectives, content, assessment formats) aligned with national strategies and global evidence.
    • Include content on HPV vaccination, cervical cancer prevention, and early detection.
    • Deliverable:
      • Draft module on cervical cancer prevention and HPV vaccination
      • Comprehensive training module developed incorporating expert review and contextual adaptations

4.      Engagement and Endorsement from Regulatory Bodies

    • Present modules to PMDC, PNC, and other relevant bodies.
    • Facilitate endorsement and adoption through formal meetings and feedback loops.
    • Deliverable: Endorsements secured from PMDC, Nursing Council, and other regulatory institutions.

5.      Integration and Implementation Support

    • Develop an implementation roadmap for national roll-out of the updated curricula.
    • Support capacity building, dissemination, and early implementation phases.
    • Deliverable: Roadmap and documentation of steps for nationwide implementation of updated curricula in pre-service education institutions.

Selection Criteria:

  • Advanced degree (MPH, MD, or equivalent) in Public Health, Health Systems, or a related field.
  • Minimum 10 years of experience in immunization program planning, health policy development, or vaccine integration.
  • Proven track record in developing vaccine integration strategies for WHO, Gavi, UNICEF, or similar organizations.
  • Extensive experience engaging with government, donor agencies, and immunization stakeholders.
  • Strong analytical and writing skills, with demonstrated ability to synthesize technical information into practical implementation strategies.
  • Familiarity with Pakistan’s immunization landscape, policy frameworks, and operational challenges.

Level of Efforts (LOE):

Total LOE: 90 working days over a 6-month period (June 2025 – Dec 2025), distributed as follows:

  • 50 days: In-office or field-based engagements (eligible for per diem)
  • 40 days: Remote work for desk review, documentation, reporting, and coordination (not eligible for per diem)

Travel: 40 Days all of Pakistan provinces.

Assignment Period:

This deliverables-based consultancy will be contracted through June 1, 2025, to December 31, 2025, in alignment with current project funding.

Pending extension of donor funding beyond December 2025, the consultant may be contracted for continued support through Jun 30, 2026, to complete the remaining deliverables. Assignment of any work and associated payments after December 31, 2025, will be contingent on confirmed funding.

Reporting Line:

The consultant will report to Jhpiego’s HPV Project Lead in Pakistan and work in close coordination with the Federal Directorate of Immunization, MoNHSR&C, and provincial departments of health and education.
