Aawaz II Programme

Assignment Duration: May 2025 – January 2026

 

1. Background

Aawaz II is implemented by the British Council with support from UK aid and focuses on promoting inclusive, participatory governance in Pakistan. A key pillar of Aawaz II is strengthening citizen engagement with government institutions through social accountability mechanisms.

Through Village Forums and Aagahi Centres in Punjab and Khyber Pakhtunkhwa (KP), the programme fosters community dialogue, inclusion, and social cohesion. These platforms enable communities to access services, address social challenges such as child marriage, gender-based violence (GBV), intolerance, exclusion, and harmful practices. In 2024, Aawaz II provided structured training to its stakeholders to strengthen citizen-state engagement.

Building on these efforts, Aawaz II seeks to engage a qualified consultant to design, facilitate, and document capacity-building workshops on social accountability.

2. Objectives of the Assignment

The consultancy aims to:

  • Hold meetings with Aawaz II stakeholders in Punjab and KP to assess experiences, challenges, and innovations in social accountability.
  • Design and deliver structured workshops (2 in KP, 4 in Punjab) to build capacity on using social accountability tools to address GBV, child marriage, intolerance, and promote inclusion of vulnerable groups (women, youth, religious minorities, persons with disabilities, transgender persons).
  • Support stakeholders in executing localized social accountability plans aligned with Aawaz II themes.

3. Scope of Work

The consultant will be responsible for:

  • Reviewing relevant literature on community-led social accountability.
  • Developing updated, contextually relevant training materials, including session plans, agendas, and group activities.
  • Delivering six (6) in-person workshops:
    • KP: 2 sessions covering 5 districts (June 4–6, 2025, and December 2025) for 60 participants (30 per session).
      • Punjab: 4 sessions covering 10 districts (June 10–12, 2025; June 18–20, 2025; and two sessions in December 2025) for 120 participants (30 per session).
      • Submitting two brief process documentation reports highlighting key learnings and recommendations.

5. Required Qualifications

  • Minimum 7 years of professional experience in social accountability related to GBV, child marriage, intolerance, and inclusion of vulnerable groups.
  • Demonstrated experience in training design, facilitation, and reporting.
  • Strong communication skills in English and Urdu; familiarity with local languages of KP and Punjab preferred.

 

6. Duration and Location

The consultancy will span May 2025 to January 2026, with field visits and workshops held in selected districts of KP and Punjab.

7. Reporting

The consultant will report to the designated Board Member of Omar Asghar Khan Foundation and the Provincial Lead of Aawaz II. Coordination with the Programme Management Unit (PMU) of Aawaz II will be required.
