Technical Expert – Business Group Development for Afghan Entrepreneurs 

Project Background

The Project, implemented by Afghan Refugees Skills Program for Inclusion, Resilience & Employment seeks to create sustainable livelihood opportunities for Afghan refugees residing in Khyber Pakhtunkhwa. This project phase focuses on promoting group entrepreneurship among previously trained beneficiaries by supporting them to develop and operationalize a sustainable business. The initiative includes Entrepreneurship Development Training (EDT), market linkage facilitation, registration with e-commerce platforms (e.g., Food panda), and toolkit utilization. 

The consultant will play a vital role in supporting 15 trainees in transitioning into structured business. This support includes training delivery, business idea development, technical mentorship, and business launch.

Scope of Work and Expected Outputs / Deliverables

Tasks to be Performed by Consultant

1. Develop an inception plan including a detailed training and implementation schedule.
2. Identify and finalize 15 potential entrepreneurs.
3. Conduct market analysis and facilitate the development of business plans.
4. Deliver tailored Entrepreneurship Development Training (EDT).
5. Facilitate the registration of the group with Foodpanda and other relevant market platforms.
6. Guide business initiation using distributed toolkits, ensuring basic SOPs are in place.
7. Compile a final impact study.

Methodology

The consultant will closely coordinate with theProject team throughout the assignment. The consultant is expected to apply a participatory, learner-centric approach while delivering training and conducting mentoring activities. Existing relevant training materials and community context should inform the final methodology.

Required Qualifications and Experience

• Master’s degree in business administration, Entrepreneurship, or a related field.
• Minimum 7 years of experience in business incubation, microenterprise development, or entrepreneurship training.
• Demonstrated experience working with women-led businesses or marginalized groups, particularly refugees.
• Strong facilitation, mentoring, and business planning skills.
• Knowledge of food-related e-commerce platforms (e.g., Foodpanda) is an asset.
• Excellent written and oral communication skills in English, Pashto, and Urdu.

Reporting Requirements

The consultant will report directly to the Project Manager – Project and submit the following outputs for review and approval:

• Inception/training implementation plan
• Verified list of selected beneficiaries
• Business plan document
• Training session materials and training report
• Foodpanda registration and market linkage summary
• Toolkit utilization plan and startup photos
• Final impact assessment report

Terms of Payment

The consultancy will be delivery-based. Payment will be made in five tranches against approved deliverables, as per the structure below:
