Ready Pakistan is the initiative of Start Network and IDEA which is aiming to transform the humanitarian landscape of Pakistan by focusing high on innovation, localization, partnership and anticipatory actions to better deal and respond to any crisis in the country. It is one of unique platform which is bringing together local, national and international organizations at one place to take strong position on humanitarian crisis as according to the framework of Start Network. Ready Pakistan is currently hosted and incubated by the IDEA (Initiative for Development & Empowerment Axis) for its smooth operations for a certain period of time and it will keep hosting until the Ready Pakistan attains its own independent registration as a network in the country. IDEA is a largest local organization which is working very high on development and humanitarian ground since 2003 and bringing lasting change in the lives of vulnerable segment of the society by taking tangible actions at all levels.

1. Purpose of the Assignment:

The purpose of the assignment is to develop and formulate comprehensive, self-explanatory and vivid policies for Ready Pakistan which ensure discipline, coherence and high standards of work ethics at all levels. The policies includes but not limited to Human Resource Manual, Financial Policy, Procurement Policy, Administration and Logistic Policy, Code of Conduct, Safeguarding Policy, PSEA Policy, Anti-Corruption Policy, Anti-Harassment Policy, Diversity, Equality, Equity and Inclusion Policy, and any other policies discussed by the senior management of Ready Pakistan.  

 2. Scope of Work:

The aim of assignment is to engage a reputable firm to develop and finalize comprehensive governance policies and standard operational manual for smooth functioning of Ready Pakistan. The assignment will include the following policies

  1. Human Resource Manual – Guidelines on recruitment, employment terms, performance management, and staff welfare.
  2. Financial Policy – Framework for budgeting, accounting, financial reporting, and compliance.
  3. Procurement Policy – Standards for procurement processes, vendor selection, and contract management.
  4. Administration and Logistics Manual – Procedures for asset management, office operations, and logistics.
  5. Anti-Corruption and Fraud Policy – Mechanisms to prevent, detect, and address corruption and fraud.
  6. Child Protection Policy- Mechanism and procedure which ensure child protection in all of the interventions 
  7. Anti-Harassment Policy- Ways and mechanism to ensure anti-harassment practices in all of organizations operations and programs 
  8. Safeguarding Policy –Ways and mechanism to ensure do no harm principle and to safeguard human rights, health and wellbeing
  9. PSEAH Policy-Ways and mechanism to protect everyone from sexual exploitation, abuse and harassment   
  10. Diversity, Equality, Equity and Inclusion Policy- Ways and mechanism to ensure diversity, inclusiveness, equity and equality
  11. Code of Conduct- Develop and finalize organizational code of conduct to maintain and ensure high standards of ethics
  12. Any other policy discussed and shared by the senior management

The consultant firm will work extensively on drafting and finalizing these policies after the detailed discussion and brainstorming with Ready Pakistan team. The nature of the assignment will be completed in few phases which include the consultation/brainstorming session with Ready Pakistan team and members, development of initial/first draft of the policies, submission of the first draft both in hard and soft, incorporation of feedback in first and 2nd draft of the policies. The consultant will make itself available for the finalization and approval of the policies.  

3. Eligibility Criteria for both Consultant and Firm:

Interested parties should meet the following requirements

  • 5-7 year proven experience in developing governance policies and operational manuals for non-profit or humanitarian organizations specifically international organizations, UN agencies and networks
  • Strong knowledge of local and international best practices in governance and compliance
  • Familiarity with Pakistani legal and regulatory frameworks and existing policies related to safeguarding, harassment and corruption
  • Capacity to deliver high-quality outputs within agreed timelines
  • Demonstrated ability to engage and collaborate with multi-stakeholder platforms
  • Consultant firm must be fully registered as according to the law of Pakistan and consultant must be the national of Pakistan with maximum age limit of 55 years
  • Must be willing to share the relevant sample of work
  • Selected and firm must ensure the copyrights of the assignment

4. Expected Outcomes/Deliverables: 

The main deliverables of the assignment are the given below

  • Desk review of the existing IDEA and Start Network, UN agencies  policies
  • Consultation meeting and workshop with Ready Pakistan senior management and members for the priorities, expectation and for standard guidelines
  • Development of the first draft of the policies
  • Submission of the first draft of policies both in hard and soft form 
  • Incorporation of feedback along with addition and editing of policies
  • Submission of the 2nd draft of the policies for review both in hard and soft form
  • Incorporation of feedback along with finalization and approval of policies
  • Submission of the final draft of the policies both in hard and soft form

5. Conflict of Interest:

  • Ready Pakistan and IDEA will ensure high standard of neutrality and ethics while finalizing and selecting the consultant/firm for this assignment 
  • The selection will be competency based and purely on merit
  • Ready Pakistan and IDEA team will avoid selecting any form or who try to influence during the selection process

6. Duration of Assignment:

The total duration of the assignment will be 45 working days. However, the number of days exceed for another 7 days during the review and finalization process of the assignment.

7. Submission Requirements:

Submission Process and Timeline:

Proposak must be submitted by post at Ready Pakistan office which is based at Rural Development Foundation Building, 4th Floor, G-9/1 with the subject line: "EOI – Development of Governance Policies for READY Pakistan Hub".

The deadline to submit theRFP is December 10, 2024. Any submission later than this date will not be acceptable.
