Position Title. BEE Associate, Islamabad.

Project Name and Objective. The USAID funded Pakistan Investment Promotion Activity (IPA) project is aimed at helping Pakistan develop and promote policies, incentives, processes, and deals that stand out from countries in similar situation to become an attractive destination for international investors. Main purpose of the IPA project is to strengthen Pakistan’s business enabling environment to build greater credibility of Pakistani institutions and improve the ecosystem of FDI and increase US-Pakistan bilateral trade and investment.

Objective 1: Address the business enabling regulatory environment for investment promotion.

  • Investment policy framework improved
  • Attractiveness of Pakistan as an investment destination increased

Objective 2: Address institutional reforms, ease of compliance and doing business, and transparency

  • Investment and business reform processes to reduce costs and time streamlined
  • Transparency in investment promotion increased

Objective 3: Address U.S.-Pakistan bilateral trade and investment.

  • Trade and investment barriers facing U.S. and Pakistani firms decreased
  • U.S. government tools to help advance U.S.-Pakistan trade and investment applied

Objective 4: Address the mobilization of FDI and U.S.-Pakistan bilateral trade.

  • Pakistani-U.S. business partnerships facilitated
  • Trade and investment transactions/deals facilitated

For each objective, the project aims to include a strategy based on best practices and lessons learned, activity resources and coordination, a menu of potential interventions and indicators, and quality standards to measure performance.

Position Classification. Long-Term Local Support Staff.

Estimated Duration of Assignment. One year starting from the date of employment with possible extension for the remaining duration of the IPA project depending on budget availability.

Duty Post: The position will be based in Islamabad, Pakistan.

Ultimate Authority and Chain of Command. Ultimate day to day field supervision and authority for all project personnel and all aspects of project activities rests with the Chief of Party or his/her designee, and in the Chemonics home office, with the project management unit (PMU) Director. The individual holding this position shall take no managerial or technical direction

from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee, or the PMU Director.

Reporting Responsibilities. For all routine responsibilities and technical duties, either directly or indirectly related to this position description, the individual holding this position shall directly be supervised by the BEE Team Lead, or his/her designee.

Specific Tasks.

As directed by the supervisor for this position, or by the Chief of Party or the Chief of Party‘s designee, the individual holding this position shall perform and support the performance of the following specific tasks:

Specific tasks of the BEE Associate will be as follows,

  • To work with the Business Enabling and Regulatory Environment and Institutional Reforms vertical of IPA to provide support across all activities for their successful implementation.
  • To assist in all aspects of the Project’s work plan execution for achievement of Objectives 1& 2.
  • Undertake research and provide inputs in the design and implementation of technical activities.
  • Be the focal person from BEE team to reach out and set up meetings with stakeholders especially in the government to facilitate the outreach and dialogue process.
  • In line with the overall direction of work under BEE, maintain contact and regularly interact with government representatives on behalf of BEE team to gather information as relevant to the design and implementation of technical activities.
  • To provide technical, operational and administrative support to BEE team for completing  day to day tasks.
  • Liaise with the Investment Promotion team, monitoring and evaluation, communications, and Ops teams as required.
  • Develop write-ups, presentations, activity brief’s, reports (weekly, quarterly, annual), internal reporting trackers, progress updates, monitoring & evaluation sheets, scopes of work and all other technical documentations as directed and advised by the BEE Team Lead.
  • Do a media scan daily and develop daily newsletter for BEE team.
  • Assist the BEE team and individual consultants in field work as required
  • Record and develop BEE results against the targets for indicators assigned under Objectives 1 &2. He/she will be the focal person for the monitoring and evaluation related tasks.
  • Keep abreast of the performance of Pakistan on key economic indicators and datasets published by local and international organizations such as the World Bank, IMF, International Growth Centre, State Bank of Pakistan, Pakistan Bureau of Statistics etc.
  • Develop a summary of economic highlights pertaining to investments and trade trends, challenges and opportunities in Pakistan to maintain a“Business & Investment Enabling Environment Dashboard”
  • Develop budget, cash projection sheets to ensure smooth implementation of programmatic activities under BEE vertical
  • Develop internal trackers for BEE to keep a record of consultancy services awarded, level of efforts, payments made etc.
  • Keep a record in suitable format for BEE contacts/networks with stakeholders.
  • Support the team in generating travel requests for team members and consultants, and ensure all such requests are forwarded to the Operations Team on time.
  • Provide support to the BEE team in managing events, focus group discussions, organizing and setting up meetings and other forms of engagement.
  • Coordinate with the operations team to ensure that all conference rooms/venues, equipment, catering arrangements, logistics and other requirements are booked for meetings, conferences and relevant project activities. Ensure the use of online medium of communications as necessary.

General tasks: In addition to the above-mentioned specific tasks, the BEE Associate will ensure the fulfillment of following general tasks to successfully achieve the project objective.

  • Review and edit conference material, assist with the creation of material/information packets, and coordinating with the Ops team for printing of support materials/handouts for meetings wherever relevant.
  • Arrange and participate in meetings, conferences, and project team activities, take and prepare minutes of those meetings.
  • Manage, organize, update and file data related to project activities in soft and hard copies
  • Assist the team in archiving in a compliant manner all documents related to work plan actions including, but not limited to, position descriptions, scopes of work, background readings, deliverables, reports and other documents.
  • Ensure that all necessary routine and ad hoc reporting on BEE activities provides a timely, high quality, and accurate reflection of this vertical’s progress toward its goals and objectives and are acceptable to USAID.
  • Assist the BEE team in managing and supervising the tasks and deliverables of the consultants working on various project activities.
  • Ensure close inter-vertical and inter-office collaboration with the other IPA project staff.
  • Undertake research on the state of investments in Pakistan with a special focus on the policy and regulatory changes over the years.
  • Conduct research analyses on topics of relevance to the Project especially in concerning the four target sectors
  • Perform other relevant duties that may be assigned by the BEE Team Lead.

Policy and Procedures. With respect to all policies and procedures related to this position, written guidance in the form of the Project’s Field Personnel and Operations Policy Manual will be issued and updated from time to time that will clarify, modify, and/or establish Project policies and procedures that govern either directly or indirectly the duties and responsibilities of this position.  It is incumbent upon all Project employees to stay apprised of  all policies and procedures in the Project’s Field Personnel and Operations Policy Manual, as updated. In addition, should at any time the individual holding this position shall be unclear as to the meaning of any policy and/or procedure presented in these files, or any verbal instructions given by the employee’s supervisor, the employee has the right to request written clarification from the Chief of Party or his/her designee. By signing below, the individual holding this position confirms that the individual has read and understands the Project’s Field Personnel and Operations Policy Manual, as updated.

 Educational Requirements and Qualifications. The individual holding this position shall possess the following:

 Educational Requirements. Bachelor’s degree in related field.

 Qualification

  • A minimum Bachelor’s degree in Economics, Development Studies or Social Sciences.
  • Minimum 2 years of experience in a similar role with international donor funded projects on economic growth. This should include demonstrable experience in liaising with government, administrative tasks, undertaking research and overall support of technical nature.
  • Prior experience of working on USAID funded projects, particularly on the BEE side will be an advantage
  • The candidate must have a strong understanding of the concept of economic reforms and how they are implemented in practice.
  • The candidate must have some experience of interacting with government representatives/officials
  • Strong computer literacy skills required in word processing, spreadsheets, presentations, web browsers, and email.
  • Demonstrable experience of developing budgets and spending projections,
  • Elementary knowledge of collecting and maintaining data for monitoring and evaluation purposes.
  • Excellent communications and writing ability;
  • Fluency in both English and Urdu required; other Pakistani languages preferred;
  • Ability to work under tight deadlines.
  • Good interpersonal skills and the ability to work as a team
  • A willingness to travel to all provinces of Pakistan.
