TORs of SQUEAC Survey Consultant

Job Purpose:

The survey consultant will work in close coordination with the implementing agency and will set up organize and conduct a coverage assessment using the SQUEAC methodology, this will be done through Human Appeal staff for local and provincial stakeholders with the objective of increasing local capacity in coverage assessments and to measure the current programme coverage and access for SAM and MAM treatment. The coverage assessment will use Semi Quantitative Evaluation of Access & Coverage (SQUEAC) methodology which is specifically designed to evaluate the coverage of selective feeding programmes and focuses on detailed investigation of factors influencing coverage.

KEY ACCOUNTABILITIES:

 He will be responsible for:

  • Development and finalization of methodology and tools
  • Support the training of the data collection support development of training schedule and facilitation of training sessions).
  • Lead on the survey logistics (movement plans, sequence of data collection/mapping of selected villages)
  • Coordinate the data collection exercise from the field to ensure quality data is collected.
  • To organize and supervise the survey, taking into account the context and its revolution
  • Support the data entry officers to ensure data is entered correctly and efficiently.
  • Ensure the good implementation of the survey through the clear identification of each step of implementation: programming, coordination with actors, partners and authority, data collection, analysis and reporting.
  • To ensure that the data entry is on time and to review the quality and relevancy of the data collected and entered in the database
  • Write a final report, based on the methodology used, the analysis of the data collected and recommendations taking into account the context of intervention and its stakeholders.
  • Assist in presentation material on the outputs of the study, with the perspective to share the findings.

Background: 

Coverage Specialist/Nutritionist/Public Health

Professional Experience:

  • Trained in SQUEAC methodology with experience as responsible for field surveys.
  • Experience related to acute malnutrition and knowledge in treatment practices.
  • Experience in coverage assessment implementation with SQUEAC methodology people training on survey methods.
  • Good Knowledge on (Word, Excel and Epigram, SQUEAC Calculator)
  • Staff management and supervision

Conditions:

50% of the total amount of the consultant at the signature of the contract

30% of the total amount of expenses to the consultant will be paid after getting the preliminary survey report.

20% will be paid after reception of final SMART survey report

Proposal Submission:

Interested consultants are invited to submit their proposals through email only, including a narrative proposal (maximum two pages), a detailed resume/profile (maximum four pages), a work plan (maximum one page) + a financial proposal (maximum one page) at (HA email to be added) latest by COB October 24, 2024.

Evaluation Criteria:

Proposals will be evaluated based on the consultant's experience, qualifications, proposed plan, and competitiveness of the financial offer.

Note: HA reserves the right to accept or reject any proposal at any time before the contract award without incurring any liability to the affected consultant or consultants
