Organization Background

Doaba Foundation is a non-profit civil society organization dedicated to empowering disaster-prone communities to become self-reliant in pursuing their shared interests. Registered with the Securities and Exchange Commission of Pakistan (SECP) under Section 42 of the Companies Act, 2017, Doaba Foundation has been certified by the Pakistan Centre for Philanthropy (PCP) since 2000. Currently, Doaba is implementing a project titled “Public Health and WASH in HCF” in District Lodhran, with funding support from WaterAid.

Project Goals

The project aims to alleviate disease burden and promote health and well-being in District Lodhran, Punjab Province. It has two primary objectives:

  1. Establishing Climate Resilient, Inclusive, and Gender-Responsive WASH-friendly healthcare facilities.
  2. Engaging stakeholders through evidence and knowledge management to replicate and scale up gender-responsive WASH models in healthcare facilities.

The project includes three key outputs:

Forming and strengthening women-led social structures for gender-responsive CRIS WASH and health services at district and provincial levels.

  1. Demonstrating gender-responsive public health and WASH interventions at a targeted healthcare facility in Lodhran.
  2. Raising awareness among multi-stakeholders to encourage the replication of these models for Health and CRIS WASH.

Objective of the consultancy

  1. Build the capacity of Women for WASH forum members on gender-responsive WASH and HBC.
  2. Facilitate collaboration between the Women for WASH forum and P&SHD to scale up the HBC campaign, utilizing the ABCDE model as a framework.

Scope of work:

The consultant/firm/individual is expected to:

  1. Develop and deliver training to enhance women’s capacity in gender-responsive WASH and scaling up the HBC campaign using the ABCDE model at the district and provincial levels.
  2. Complete the assignment within three days in District Lodhran.
  3. Submit a comprehensive proposal outlining their approach and methodology for quality-based, interactive training.
  4. Provide a quality report with recommendations and a way forward for the ABCDE model of the HBC campaign in Lodhran.

Key Deliverables

The consultant/firm/individual will be responsible for:

  1. Developing a session plan for the 03 days training.
  2. Creating a training module tailored to the program's needs.
  3. Designing pre- and post-training tests for participants.
  4. Providing 30 sets of training materials.
  5. Preparing a final report covering the three-day training, with clear outcomes and recommendations.
  6. Capturing high-quality photos of the event.

Eligibility criteria

Eligible applicants (firms, organizations, or individual consultants) should meet the following criteria:

  1. Proven experience in the WASH sector.
  2. A Master’s degree in Public Health, WASH, Rural Development, Development Studies, Community Development, Sociology, or a related field.
  3. Demonstrated experience in WASH initiatives addressing climate change.
  4. Proven skills in event report writing.

Selection Criteria

Applicants will be selected based on the following criteria:

  1. Financial proposal: 35%
  2. Technical proposal alignment with ToRs: 30%
  3. Relevant past experience and material provision: 15%
  4. HR competency and timely deliverables: 20%

Note: Add tax according to the applicable rates: 22% for individual non-filers, 11% for individual filers, 8% for company filers, and 16% for company non-filers.

Timeline The assignment is scheduled to start on November 24, 2024, and conclude on November 30, 2024. Consultants/firms/individuals are required to submit a work plan or work breakdown structure, along with technical and financial proposals.
