District M&E Officer, is based at District Office. The position directly reports to M&E Coordinator and indirectly to District Programme Coordinator (DPC). District M&E Officer is responsible to perform PMER related activities in assigned district, provide facilitation to concerned district' teams in ensuring achievement of planned results in effective and efficient manner and produce analytical updates on process, quality, performance against KPIs and compliances to donor and organizational guidelines. The role requires extensive travelling to respective district for regular monitoring of projects' activities, interaction with target communities and Community Institutions (CIs) formed at household, village and union council levels.

 Significance:

 District M&E Officer, provides analysis on alignment of the programme/projects' plans, performance against indicators, best practices, lessons learnt. Provides inputs in planning, effective M&E function and appropriate reporting impacts of interventions for decision making in terms of project planning and implementation.

Planning:

Develop district M&E Plans covering ongoing project (s) under the supervision of M&E Coordinator.

  • Ensure the M&E Plan is aligned with organisational M&E Plan, project monitoring framework and donor(s)/organisational requirement.
  • Provide feedback if indicators are precisely reflecting the project performance.

Monitoring & Evaluation:

  • Ensure proper implementation of M&E Plan.
  • Conduct regular field monitoring of interventions
  • Regular interactions with beneficiaries and  CIs.
  • Sharing regular updates and finding on qualitative and quantitative aspects of interventions.

Research:

  • Assist M&E Coordinator in designing researches/surveys  
  • Participate in data collection exercise and ensure accuracy of collected data.
  • Assist in preparing analysis and conclusive reports and sharing with M&E Coordinator.

Specific Responsibilities:

  • Develop and formulate, in coordination with district team, the quarterly and annual M&E Plans assigned district.
  • Ensure the implementation of the project monitoring plan in coordination with district team and under the supervision of M&E Coordinator.
  • Support M&E Coordinator and sector specific Programme Officer M&E in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
  • Monitor project’s specific activities at field and ensure timely sharing of best practices and lessons learnt with management.
  • Develop potential success stories, case studies to highlight projects' outcome and impact of interventions.
  • Assess outcome/impact of project activities on vulnerable groups i.e. children, women, disables and minorities.
  • Regular interactions with beneficiaries and CIs to record their feedback, assessing their performance by applying standardized tools such as institutional maturity index  .
  • Assist in developing data collection formats and undertake regular data collection on all project component, analyze data and prepare regular updates/reports of the progress for the management.
  • Identify and report noncompliance of organization Policies and procedures along with the conditions defined by the donor on regular basis.
    • Identify and gather a database of information required to be used for carrying out the situation analysis/baselines and identification of project requirements.
    • Support the M&E Coordinator to ensure that donor(s) and Senior Management's data queries are addressed in an accurate and timely manner.
    • Keep him/herself updated with sectoral plans, district development plans, performance against sectoral indicators, government's priorities.
    • Identify strengths and weaknesses in existing data collection and management systems and propose solutions .
    • Ensure its proper implementation of ERP Project Management - M&E module and project specific MISs  and provide feedback on its functioning.
    • Review and analyze monthly/quarterly progress reports  and ensure the reports are presenting accurate information on outputs, outcomes, best practices and challenges.

  • Development of proper M&E Plans and its implementation
  • Timely and accurate, district and project specific reporting
  • Quality of analysis and presenting outcomes, best practices and lessons learnt
  • Effectiveness of monitoring visits, follow-up against key findings 

Internal and External Interactions:

  • Programme Management: For planning and provide feedback in terms of M&E and research.
  • District Programme Coordinator: Coordination with District Programme Coordinator for proper implementation of M&E plans and research functions.

Experience and Education:

3 Years of experience in field of rural development, with minimum 1 year experience in Monitoring and Evaluation.
