Job Description:
As a key member of the Business Development Department, the Assistant Manager Business Development / Proposal Writer will play a pivotal role in resource mobilization and organizational growth by identifying donor funding opportunities, conducting opportunity analyses, and leading the development of high-quality Expressions of Interest (EOIs), Concept Notes, Project Proposals, and related documentation. The incumbent will contribute to strengthening organization’s fundraising portfolio and strategic partnerships while ensuring timely and compliant proposal submissions.
Main Job Responsivities & Tasks:
- Identify, monitor, and maintain a database of donor funding opportunities relevant to organization’s thematic areas and strategic priorities.
- Conduct comprehensive opportunity analysis and present recommendations to the Line Manager to support informed decision-making.
- Track donor trends, funding priorities, and emerging development opportunities at national and international levels.
- Support fundraising initiatives by identifying potential partners, donors, and collaboration opportunities.
- Analyze Terms of Reference (ToRs), Requests for Proposals (RFPs), Calls for Applications, and donor guidelines to determine organizational suitability and compliance requirements.
- Lead the development of EOIs, Concept Notes, Technical and Financial Proposals, Grant Applications, and supporting documentation.
- Coordinate with teams and field offices to gather required information for proposal development.
- Develop project theories of change, logical frameworks, results frameworks, work plans, and other proposal-related components.
- Ensure all proposals are submitted in a timely manner and meet donor requirements and quality standards.
- Maintain and regularly update records of identified opportunities, submitted proposals, donor engagements, and project databases.
- Develop and update Opportunity Tracking Matrices (OTM), Project Status Matrices, Project Fact Sheets, and other business development tools.
- Maintain organizational profiles, capability statements, and proposal resource libraries.
- Undertake field visits to assess community needs, collect relevant information, and gain insights into programmatic interventions and future opportunities.
- Establish and maintain effective working relationships with organization’s regional and field offices under the guidance of the Line Manager.
- Coordinate with various departments and programs to collect information, share knowledge, and support the effective projection of the organization’s profile and achievements.
- Support donor mapping, stakeholder engagement, and partnership-building initiatives.
- Contribute to organizational learning by documenting proposal development processes, lessons learned, and best practices.
- Perform any other tasks and responsibilities assigned by the Line Manager in line with organizational needs.
- Any other activity assigned by the Line Manager.
Required Qualifications, Experience, and Skills
- Master’s degree in development studies, Project Management, Business Administration, Public Policy, Social Sciences, International Relations, Economics, or a related field from a recognized university.
- Additional certifications in proposal writing, grant management, project management, monitoring and evaluation, or resource mobilization will be an advantage.
Professional Experience
- Minimum 3–5 years of relevant professional experience in business development, fundraising, proposal writing, grant acquisition, or program development within the development sector, NGOs, INGOs, donor-funded projects, or consulting firms.
- Demonstrated experience in developing successful EOIs, Concept Notes, Technical Proposals, Financial Proposals, and grant applications for national and international donors.
- Experience in developing project logical frameworks, theories of change, work plans, and results frameworks.
- Familiarity with donor compliance requirements, proposal submission portals, and procurement processes
