LSBE Pilot Implementation Coordinator – LMS-Based Life Skills-Based Education (LSBE) Grade IV
The National Curriculum Council Wing (NCCW), Ministry of Federal Education and Professional Training (MoFEPT)
Background
Life Skills-Based Education (LSBE) in Pakistan has been developed under the leadership of the Ministry of Federal Education and Professional Training (MoFEPT) and the National Curriculum Council (NCCW), with technical and programmatic support from UNFPA and ACT International. As part of ongoing efforts to strengthen and digitize LSBE delivery, an LMS-based version of the Grade IV LSBE curriculum has been developed and approved for pilot implementation.
The pilot rollout will be implemented in selected public and private schools in Islamabad Capital Territory to assess the effectiveness, usability, and scalability of LMS-based LSBE delivery. The pilot represents a strategic transition from curriculum development to system-level digital integration of LSBE under NCCW leadership.
To ensure effective coordination, implementation oversight, stakeholder engagement, monitoring, and reporting, NCCW intends to engage a dedicated Pilot Coordination & Implementation Officer based within NCCW.
1. Position Title
LSBE Pilot Implementation Coordinator – LMS-Based LSBE Grade 4 Material
2. Duty Station
National Curriculum Council (NCCW), Islamabad
3. Duration of Assignment
Approximately 6 months (June – November 2026)
4. Reporting Line
The Coordinator will work under the overall supervision and guidance of the Director NCCW and will report to NCCW in parallel with Project Lead, ACT International.
The Officer will closely coordinate with the following stakeholders during implementation:
- Ministry of Federal Education and Professional Training (MoFEPT)
- Federal Directorate of Education (FDE)
- Private Educational Institutions Regulatory Authority (ICT-PEIRA)
- ACT and UNFPA
5. Purpose of the Assignment
The purpose of this assignment is to support NCCW in the overall coordination, planning, implementation oversight, stakeholder engagement, monitoring, documentation, and reporting of the LMS-based LSBE Grade IV pilot rollout.
The Officer will serve as the central coordination focal person within NCCW to ensure timely implementation, effective communication among stakeholders, and systematic documentation of pilot progress and lessons learned.
6. Key Responsibilities
A. Coordination & Implementation Support
- Coordinate overall implementation of the LMS-based LSBE pilot under the guidance of NCCW.
- Liaise with FDE, ICT-PEIRA, ACT International, UNFPA, and participating schools for smooth execution of activities.
- Support finalization of implementation plans, activity schedules, and coordination mechanisms.
- Facilitate communication among all stakeholders involved in the pilot.
- Ensure timely implementation of planned activities according to agreed timelines.
- Maintain implementation tracking mechanisms and follow-up systems.
B. School Selection & Stakeholder Engagement
- Coordinate with FDE and ICT-PEIRA for identification and onboarding of participating schools.
- Support implementation of the approved sampling framework developed by NCCW.
- Facilitate orientation and coordination meetings with school heads and teachers.
- Maintain regular engagement with participating schools throughout the pilot period.
- Support timely dissemination of implementation guidance and updates to stakeholders.
C. Training & Capacity Building Support
- Support organization and coordination of teacher training sessions and school heads’ orientations.
- Facilitate training schedules, participant coordination, and logistical arrangements.
- Coordinate with ACT International on training delivery and technical support.
- Support NCCW for proper documentation of training attendance, reports, and feedback.
D. Monitoring & Quality Assurance
- Support NCCW in monitoring LMS-based classroom implementation across selected schools.
- Coordinate collection of monitoring data, attendance records, feedback, and progress updates including teachers and students feedback after sessions.
- Ensure timely submission of reports and documentation from participating schools.
- Identify implementation challenges and coordinate corrective actions with relevant stakeholders.
- Support NCCW-led review meetings and follow-up actions.
- Maintain issue tracking and follow-up matrix for implementation bottlenecks.
E. Documentation & Reporting
- Facilitate NCCW records of meetings, activities, implementation progress, and stakeholder coordination.
- Prepare periodic progress updates for NCCW
- Support compilation of monitoring findings, lessons learned, and implementation documentation.
- Coordinate development and submission of implementation and coordination reports.
- Support preparation of presentations, summaries, and briefing materials for NCCW and partners.
F. Administrative & Communication Support
- Support NCCW in official correspondence, meeting minutes, and coordination notes as required by NCCW.
- Support scheduling and organization of review meetings and stakeholder consultations.
- Facilitate NCCW in maintaining proper communication flow between NCCW and implementation partners.
- Support in maintaining organized electronic and hard-copy documentation related to the pilot.

8. Performance Indicators
The performance of the Officer will be assessed against the following indicators:

- Timely organization of trainings and orientation sessions
- Quality and timeliness of monthly reporting
- Responsiveness in addressing implementation challenges

- Contribution to smooth implementation of LMS pilot activities
9. Required Qualifications & Experience
- Master’s degree in Education, Social Sciences, Public Policy, Project Management, or related field.
- Minimum 8 years of relevant experience in education programme coordination, curriculum implementation, or project management.
- Experience working with government education departments and development partners.
- Strong coordination, communication, and reporting skills.
- Familiarity with digital learning platforms/LMS and teacher training programmes will be an asset.
- Excellent organizational and stakeholder management skills.
- Proficiency in Microsoft Office and report writing.
10. Duration & Level of Effort
The assignment is expected to be carried out over approximately 22 June- November) months with regular coordination support throughout the pilot implementation period.
The Officer is expected to remain regularly available at NCCW for coordination, meetings, implementation follow-up, and reporting support.
11. Payment Schedule
Payment schedule and level of effort will be finalized in accordance with NCCW/ACT administrative procedures and agreed deliverables subject to approval of Director NCCW and Chief Operating Officer – ACT linked to satisfactory completion of agreed deliverables and submission of required reports and documentation.

13. Expected Outcome of the Assignment
The assignment is expected to ensure effective coordination, timely implementation, structured monitoring, and quality oversight of the LMS-based LSBE Grade IV pilot rollout, generating operational learning and evidence-based recommendations for future scale-up under NCCW leadership.
