Background

ACT, in partnership with WFP, is conducting a Food Security, Livelihood, and Agriculture (FSLA) Assessment across 12 districts of Punjab: Bahawalpur, Dera Ghazi Khan, Jhang, Khanewal, Multan, Muzaffargarh, Rahim Yar Khan, Lodhran, Vehari, Bahawalnagar, Rajanpur, and Layyah. The assessment aims to generate reliable, evidence-based data on household food security, income sources, coping mechanisms, and agricultural practices to inform humanitarian and development programming.

Data will be collected from 3000 households (approx. 250 households per district) over a 15-day fieldwork period, using Android-based ODK tools. Enumerators will form an integral part of the district teams responsible for high-quality, ethical, and timely data collection.

Role Purpose

The Logistics Supervisor is solely responsible for ensuring zero logistical downtime during preparation, training, and the intensive 12-day data collection period, guaranteeing that data collection teams across six districts can operate safely, on time, and without interruption.

Key Responsibilities

Training & Pre-Deployment Logistics

  • Arrange transport for field teams to attend the 2-day centralized training (with one day travelling) in Multan.
  • Secure a fully equipped training venue with backup power, internet, projector, meals, and accommodation if required.
  • Procure and distribute desired equipment, stationary and other necessary items as per requirement of the field teams of all six (06) districts.

Fleet & Movement Management

  • Manage daily fleet of desired vehicles and POL for six district teams.
  • Develop GPS-optimized daily route plans and share with Safety & Security Officer.
  • Implement real-time staff and vehicle tracking as per protocols.

Procurement & Emergency Preparedness

  • Handle rapid, transparent procurement following ACT/WFP financial guidelines.
  • Maintain stock of emergency supplies (water, medicines).

Security, Protection & Gender Sensitivity

  • Coordinate daily with the Safety & Security Officer to align movements with security advisories.
  • Ensure separate transport for female staff if required and full compliance with PSEA and safeguarding policies.

Administration & Reporting

  • Submit weekly logistics reports to the Team Lead.
  • Support NOC and government coordination logistics.

Ethical and Safeguarding Compliance

  • Enforce strict adherence to:
  • ACT and WFP Code of Conduct
  • Prevention of Sexual Exploitation and Abuse (PSEA)
  • Child Safeguarding Policy
  • Do No Harm and Data Protection principles
  • Immediately report any suspected violation through established channels.

Required Qualifications & Experience

  • Bachelor’s degree in supply chain, logistics, business administration, or related field.
  • Minimum 5 years of field logistics experience with I/NGOs in Punjab or similar contexts (2022/2024/2025 flood response experience highly desirable).
  • Proven ability to independently manage multi-district operations with 30+ staff.
  • Deep knowledge of South Punjab geography, roads, and vendors.
  • Familiarity with fleet, security, and financial compliance systems.
  • Should have prior knowledge and experience of financial, procurement, and logistics SOPs.
  • Fluency in English and Urdu; Saraiki strongly preferred.
  • A valid driving license is an asset.
