Aiming Change for Tomorrow (ACT) primarily empowers downtrodden communities of proactive citizens engaged in self-development with the support of and working together with, government institutions and the rest of civil society. Established in March 2012, ACT is an ends-oriented, information-intensive and knowledge-based organization that strives to make consistent efforts to create a new relationship between the citizen (esp. children, youth, and women) and the state, based on shared rights and responsibilities. Social protection, women empowerment, youth engagement and advocacy at policy and implementation levels has been its core programme agenda.  The vision of ACT is ‘a tomorrow where everyone has opportunities to prosper’. 

ACT is seeking the services of Advocacy Expert/Social Mobilization Expert

Objectives:

To develop and implement strategies to mobilize community members, build partnerships, and drive advocacy efforts.

Functional Responsibilities:

The major deliverables (not limited to) are:

1.Strategy Development

  • Develop a comprehensive Social Mobilization Strategy for the BNP Project outlining clear processes for community engagement, beneficiary identification, referral pathways, and follow-up activities.
  • Review and update the strategy based on field learning, implementation experience, and evolving program needs.
  • Develop detailed Standard Operating Procedures (SOPs) for SMs and call operators, aligned with the SM strategy and update them periodically to improve clarity, efficiency, and consistency.

2. Field Implementation & Community Engagement

  • Lead and supervise ACT International field teams (SMs & Call opertors) to ensure high-quality and consistent implementation of all social mobilization activities in target communities.
  • Ensure the proactive identification and early engagement of new beneficiaries through structured community outreach.
  • Ensure timely and accurate referrals to Facilitation Centers for CMAM enrollment and continued follow-up.
  • Support the planning and delivery of community awareness and behaviour‑change sessions using standardized materials.
  • Strengthen collaboration with existing outreach structures such as LHWs, LHSs, BBC members, and mother/father support groups to improve coverage and outreach effectiveness.
  • Ensure regular follow-up visits are conducted for CMAM-enrolled beneficiaries and routine follow-ups for PBWs and children
  • Track missed follow-ups, defaulters, and non‑responding beneficiaries and coordinate their re-engagement.
  • Conduct regular hotspot analysis to identify high‑burden villages/areas with increased malnutrition cases, low follow‑up completion, high defaulting, or weak community engagement, and use these findings to prioritize and target social mobilization efforts more effectively.

3. Capacity Building

  • Develop a practical training manual for ACT International social mobilization staff, including communication tools, standardized messages, and session guides.
  • Conduct orientation, refresher, and ongoing capacity-building trainings to strengthen the skills, understanding, and field effectiveness of ACT International teams.
  • Provide regular technical guidance and coaching to field staff to improve quality of social mobilization activities.

4. Monitoring, Reporting & Coordination

  • Monitor the quality, coverage, and impact of social mobilization activities through regular field visits, staff meetings, and community feedback.
  • Develop, maintain, and update monitoring tools, reporting formats, and documentation systems to ensure accurate data collection and reporting.
  • Prepare and submit comprehensive weekly, monthly and quarterly Social Mobilization reports summarizing progress, achievements, challenges, and action points.
  • Coordinate with community health workers, local leaders, and community influencers to strengthen community ownership and align project activities with local health systems.
  • Document and share lessons learned, best practices, and success stories from field implementation.
5. Major Requirement:

Education

  • Master’s degree in Social Sciences, Development Studies, Public Health, Sociology, Anthropology, or a related field from an HEC-recognized university.
  • Additional certifications in community mobilization, public health, nutrition, advocacy, or project management will be considered an asset.

Experience

  • Minimum 5-8 years of relevant experience in social mobilization, community engagement, advocacy, or public health/nutrition programming.
  • Proven experience in CMAM, nutrition, social protection, or health-related projects will be highly preferred.
  • Demonstrated experience in developing strategies, SOPs, training manuals, and community engagement frameworks.
  • Experience in supervising field teams and managing community-based outreach activities.
  • Prior experience working with INGOs, NGOs, UN agencies, or donor-funded projects will be an advantage.
  • Experience in coordinating with government health structures (e.g., LHWs, LHSs, community committees) will be preferred.

Technical Competencies

  • Strong understanding of community mobilization approaches and behaviour change communication (BCC).
  • Knowledge of malnutrition programming, CMAM protocols, referral mechanisms, and beneficiary follow-up systems.
  • Ability to conduct hotspot analysis and data-driven decision-making.
  • Strong reporting, documentation, and analytical skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint).

  • Strong coordination and stakeholder engagement skills.
  • Fluency in Urdu and Punjabi; knowledge of local dialects will be an advantage.
  • Commitment to safeguarding, gender sensitivity, and community-centered approaches.

Perform any other social mobilization–related tasks or deliverables assigned by ACT International management, as deemed necessary for effective project implementation and achievement of BNP objectives
