Purpose

The Senior IM Data Officer serves as the organisation’s primary technical focal point for information management systems and dashboard oversight across protection pillars. The role is responsible for managing programme dashboards, consolidating and validating data submitted by field teams, ensuring structured data flows, maintaining data quality and protection standards, and producing analytical outputs that support evidence-based decision-making and donor compliance.

 

The position ensures institutional consistency of data systems across protection pillars and strengthens organisational capacity for structured information management.

Key Responsibilities

1. Information Management Systems & Tools

  • Design, maintain, and regularly update programme dashboards aligned with approved indicators, targets, and donor requirements.
  • Consolidate and structure data received from field teams into dashboard-ready formats.
  • Maintain documentation of indicator definitions, reporting formats, and dashboard version control to ensure institutional consistency.
  • Ensure harmonisation of indicators, data fields, and reporting formats across protection pillars.
  • Define and maintain structured data flow processes from field submission to dashboard consolidation and reporting outputs.
  • Periodically review and improve dashboard functionality to enhance management use and decision-making value.

2. Data Quality Assurance & Compliance

  • Develop and implement data quality assurance checks to ensure accuracy, completeness, consistency, and timeliness of submitted data.
  • Identify data gaps, inconsistencies, or anomalies and coordinate corrective action with relevant programme teams.
  • Maintain structured master datasets at Head Office level.
  • Ensure proper disaggregation (gender, age, vulnerability categories) across all datasets.
  • Ensure compliance with organisational policies, UNHCR data protection standards, and applicable donor information management guidelines.
  • Maintain secure data storage, access control, and structured archiving of digital and physical records.
  • Ensure datasets and dashboard records are audit-ready and traceable.

3. Data Analysis, Reporting & Visualisation

  • Analyse programme data to identify trends, progress against targets, gaps, risks, and performance insights across protection pillars.
  • Produce regular internal data summaries and analytical briefs for management review.
  • Support preparation of donor reports, presentations, and programme reviews using verified, aggregated, and non-identifiable data.
  • Provide data-driven inputs for programme planning, review meetings, and strategic discussions.

4. Technical Coordination & Capacity Strengthening

  • Provide structured technical guidance to programme and field teams on data submission standards, indicator interpretation, and reporting timelines.
  • Support the effective use of approved data collection and beneficiary management platforms (including Kobo and related systems).
  • Coordinate with the M&E Unit to ensure alignment between activity tracking, indicators, and reporting frameworks.
  • Provide technical support and troubleshooting related to dashboard interpretation and data inconsistencies.
  • Strengthen internal understanding of data protection, confidentiality, and ethical data handling practices.

6. Safeguarding, Ethics & Risk Management

  • Ensure sensitive protection data (particularly Case Management, GBV, and MHPSS data) is handled strictly on a need-to-know basis.
  • Monitor compliance with confidentiality, informed consent, and Do No Harm principles.
  • Flag data protection risks, breaches, or irregularities to the Programme Manager – ICT immediately.
  • Support safeguarding and audit processes by ensuring data integrity and documentation readiness.

 

Other Duties

  • Provides technical oversight on dashboards and information management systems across protection pillars.
  • May request clarification or correction of data inconsistencies through appropriate coordination channels.
  • Perform any other duties related to the position, as reasonably assigned by the Supervisor in line with organisational policies and operational requirements.

Qualifications & Experience

  • Bachelor’s degree in Preferably Statistics, Computer Science, Information Technology, Data Science, MIS, Economics, Social Sciences, or a related field.
  • Minimum 2-3 years of progressive experience in information management, data management, or reporting roles.
