An International humanitarian and development organization is seeking a  Project Officer for Manzil- Youth leadership transforms their communities for inclusive economic growth, climate action, and good governance. This position’s mandate is to support Project Manager in effective project delivery through performing tasks in the domain of planning and coordination, monitoring and support and reporting and compliance domains. The duty station for this position is Islamabad, with frequent travel for field areas.

Area of Responsibilities : 

Planning and Coordination

• Facilitate regular planning sessions with implementing partners to adapt to evolving needs and challenges.
• Coordinate activities with implementing partners and stakeholders (as guided by supervisor) to maintain consistency, avoid duplication, and optimize resource utilization.
• Establishing and maintaining liaison with partner’s staff and community groups to ensure project activities are being implemented as planned, ensuring inclusiveness, accountability and best use of project resources.
• Support the operational aspects of the project, including onboarding of consultants, inter-departmental coordination, and event planning.
• Provide technical guidance to partners and support to management for effective and timely budget utilization, reviewing and processing project invoices.
• Maintaining project’s operational and financial databases.

 Monitoring and Support (Capacity Development)

• Monitor ongoing / completed project activities through field visits and documents review and provide effective recommendations for future follow ups.
• Provide technical assistance and guidance to teams, strengthening partners’ organizational and individual capacities.
• Ensure that findings and observations from field monitoring and reports are communicated to the management and integrated in implementation of the Action.

• Participate in opportunities for reflection on lessons learnt in implementation and completion of projects / program activities.

 Reporting and Compliance

• Ensure timely and accurate preparation of reports, databases, and documentation for internal and external stakeholders complying with the donor’s communication and visibility requirements.
• Maintain compliance with organizational policies, donor requirements, and regulatory frameworks.
• Serve as the focal point for internal and external audits, evaluations, and compliance reviews, ensuring transparency and accountability.
• Facilitate relevant departments to update and maintain communications and databases for the project, assisting in dissemination of key communication material and project achievements for periodic visibility material.

 Qualifications and Experience: - 

• Master's degree preferably in development studies, or relevant disciplines.
• Minimum five (5) years of experience in development project(s) – preferably on youth and human rights.  
• Experience with EU funded projects is an advantage.
• Experience in project’s implementation areas in Punjab and Sindh is an advantage.
• Experience of working with international agencies and/or NGOs.

Required Skills: -

• Good understanding of local context, culture, vulnerable groups, and underlying socio-politico-economic situation.
• Excellent written and verbal communication skills.
• Sound understanding and experience in the positive use of social media and digitalization tools.
• Ability to work with minimal supervision, and under strict timelines.
• Proficiency in written and spoken English, Urdu and other local languages.
• Team player, with learning attitude and observed high degree of professional ethics.
