PURPOSE
Legal Adviser 1 advises delegation(s) on international humanitarian law (IHL) and national and/or international legal matters. S/he initiates and formulates strategies to address identified issues. S/he supervises and guides research on and analysis of specific legal matters and broader sectors of the national legal system.
RELATIONSHIPS
- Internally, interacts with different departments within the delegation, as a member of the delegation`s IHL team, with the Legal advisor, and as needed with technical reference persons within the delegation.
- Externally, interacts with partners and contacts, including a wide range of interlocutors, such as lawyers, bar associations, judiciary, legislators, international and national NGOs, academic circles and think tanks.

- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
- Analyses the situation, advises and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plans of action to address identified legal and other related issues.
- Performs independent research on and analysis of specific legal issues, as well as broader sectors of the national legal system.
- Supports IHL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.
- Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms.
- Represents the delegation in meetings with external contacts; participates in dissemination sessions, if required.
- Advises on socio-political and legal aspects related to delegation strategy and operations, if required.
- To carry out administrative tasks for the IHL department.
OTHER REQUIREMENTS
- Professional legal experience (3–5 years)
- Experience in international humanitarian law (IHL) or related fields
- Experience in legal research and analysis
- Experience working with stakeholders
- Experience in training, teaching, or dissemination
- Bachelor’s or Master’s degree in Law (LLB)
- Additional certifications or training in IHL or related areas preferred
