1. Safety & Security Leadership and Coordination
- Develop Safety and Security Strategy and implement organizational safety and security initiatives accordingly.
- Coordinate the day-to-day management and implementation of the Safety and Security Programme.
- Ensure safety and security considerations are integrated into all programmes, projects and emergency operations both at HQ and provincial branch level.
- Supervise Safety & Security personnel at HQ and provincial branch level.
- Promote a strong organizational culture of safety, security, preparedness and risk awareness.
2. Security Risk Assessment and Analysis
- Develop, coordinate and implement a comprehensive security risk assessment process for countrywide operations.
- Conduct and coordinate:
- Security Risk Assessments
- Area Security Assessments
- Project and Programme Security Assessments
- Premises Security Assessments
- Demographic and Context Analysis
- Pre-emergency Assessments
- Mission Security Assessments
- Identify threats, vulnerabilities and operational risks affecting staff, volunteers, assets and programmes.
- Develop recommendations and mitigation measures based on assessment findings.
- Maintain organizational security risk registers and ensure regular reviews.
3. Risk Mitigation and Operational Security Planning
- Develop and implement appropriate security risk mitigation measures.
- Coordinate implementation of physical, procedural and operational security improvements.
- Integrate security risk mitigation measures into programme planning and field operations.
- Monitor implementation of mitigation plans and evaluate their effectiveness.
- Provide operational security advice for field missions and emergency deployments.
4. Safety & Security Policies, Procedures and Frameworks
- Develop, implement and periodically review Safety and Security Regulations.
- Develop and update:
- Standard Operating Procedures (SOPs)
- Field Movement Procedures
- Access Control Procedures
- Visitor Management Procedures
- Security Guidelines
- Minimum Operating Security Standards
- Minimum Residential Security Standards (where applicable)
- Ensure effective implementation of organizational safety and security standards across all offices and operational locations.
- Recommend improvements to policies and procedures based on operational experience and emerging risks.
5. Contingency Planning and Critical Incident Management
- Develop, implement and maintain contingency plans for security incidents, natural disasters, public health emergencies and other operational risks.
- Develop and maintain Critical Incident Management Procedures.
- Coordinate emergency preparedness planning across.
- Lead or coordinate organizational response to security incidents as delegated.
- Organize simulation exercises, evacuation drills and contingency planning exercises.
- Conduct post-incident reviews and recommend corrective actions.
6. Operational Safety and Security Support
- Provide safety and security support to all programmes, field operations and emergency responses.
- Review security arrangements for operational activities and deployments.
- Provide security briefings and operational guidance to staff, volunteers and visitors.
- Ensure security requirements are incorporated into operational planning.
- Coordinate operational security support during emergency response activities.
7. Security Information Management and Reporting
- Continuously monitor and analyse the national security environment.
- Produce and disseminate:
- Security Advisories
- Threat Assessments
- Daily and Weekly Security Reports
- Incident Reports
- Situation Reports
- Maintain the organizational security incident reporting and analysis system.
- Analyse security trends and recommend preventive measures.
- Share relevant security information with Management and Movement partners.
8. Movement Control and Emergency Communications
- Develop and oversee staff and volunteer movement tracking mechanisms.
- Coordinate movement control procedures for field operations.
- Supervise the Security Operations/Control Room.
- Ensure emergency communication procedures remain effective and functional.
9. Physical Security and Asset Protection
- Develop and implement measures to strengthen physical security at facilities.
- Ensure effective operation of:
- Access Control Systems
- CCTV Systems
- Alarm Systems
- Perimeter Security
- Visitor Management Systems
- Monitor outsourced guarding services and recommend improvements.
- Conduct regular inspections of headquarters, provincial offices and warehouses.
- Recommend physical security enhancements based on risk assessments.
10. Fire Safety and Occupational Safety
- Ensure fire detection, suppression and emergency equipment are installed, maintained and regularly tested.
- Coordinate fire drills and evacuation exercises.
- Promote compliance with fire safety procedures.
- Encourage safe working practices throughout facilities.
- Support implementation of occupational health and safety initiatives where applicable.
11. Training, Capacity Building and Security Awareness
- Develop and implement a comprehensive Safety and Security Training Programme.
- Design and deliver training covering:
- Personal Security
- Field Security
- Risk Awareness
- Security Procedures
- Incident Management
- Emergency Communications
- Fire Safety
- First Response
- Conduct Training of Trainers (ToT) programmes.
- Strengthen the capacity of headquarters, provincial branches and volunteers on safety and security management.
- Promote continuous organizational security awareness.
12. Compliance, Monitoring and Quality Assurance
- Establish and maintain systems to monitor compliance with organizational safety and security policies.
- Conduct security inspections, compliance reviews and operational assessments.
- Monitor implementation of security recommendations.
- Investigate security incidents and procedural breaches.
- Recommend corrective and preventive actions.
13. Coordination and Liaison
- Develop and maintain effective working relationships with:
- Law Enforcement Agencies
- Ministry of Interior
- Provincial Home Departments
- Police
- District Administrations
- Disaster Management Authorities
- Frontier Constabulary
- Other relevant government authorities
- Coordinate security arrangements with Partner, UN agencies, INGOs and humanitarian partners.
- Participate in national and humanitarian security coordination forums.
- Facilitate humanitarian access while upholding the Fundamental Principles.
14. Partnership and Movement Coordination
- Coordinate safety and security activities with Partner/donors.
- Participate in joint security assessments, planning and training activities.
- Promote security information sharing and operational coordination across the Movement.
- Support implementation of joint security frameworks and emergency operations.
15. Advisory and Technical Support
- Provide technical advice and guidance to headquarters, provincial branches and operational teams on safety and security matters.
- Review branch security plans and contingency arrangements.
- Support provincial security focal persons in implementing organizational security standards.
- Recommend practical solutions to emerging security challenges.
16. Departmental Management
- Assist in preparing annual work plans, budgets and departmental reports.
- Supervise assigned Safety & Security personnel and monitor their performance.
- Coordinate procurement, maintenance and accountability of security equipment and assets.
- Maintain departmental documentation, records and databases.
17. Continuous Improvement and Innovation
- Identify opportunities to strengthen organizational safety and security systems.
- Promote the use of technology to improve incident reporting, movement tracking and emergency communications.
- Implement lessons learned following incidents, exercises and emergency operations.
- Contribute to the continuous improvement of safety and security policies, procedures and operational practices.
18. General Responsibilities
- Work collaboratively with all departments to ensure effective implementation of safety and security requirements.
- Contribute to the achievement of strategic and operational objectives.
- Maintain the confidentiality of sensitive safety and security information.
- Perform any other duties assigned by the Management that are consistent with the responsibilities of the position.
